About the
North Pocono Planning Association
The NPPA is a grass-roots alliance of eight neighboring municipalities, including Moscow Borough and the townships of Covington, Elmhurst, Jefferson, Madison, Roaring Brook, Spring Brook, and Thornhurst; working together to safeguard the North Pocono region’s quality of life.
The Association gives these largely rural and small-town communities a single, independent voice on growth, infrastructure, and land-use issues that cross municipal lines. Each municipality appoints representatives to the NPPA steering committee, which meets regularly, sets shared priorities, and keeps every major decision in local hands.
By pooling talent, funding, and data, NPPA members can tackle challenges such as preserving farmland, managing new industries, improving roads and trails, and protecting natural resources more effectively than any one township or borough could alone.
Most important, the Association is built on open governance: agendas, documents, and meeting dates are posted for public review, and residents shape every milestone through surveys, workshops, and public comment. In short, NPPA is North Pocono’s forum for cooperative, community-centered problem solving.
